This is done in DDS with AFP objects like page segments and overlays. You
can create these on a Windows machien with the AFP print driver. You print
from any Windows application to a 'printer' that you've defined with the
resolution closest to what your printer will use. Choces are 144, 240, 300
& 600 dpi. Then transfer it to as/400 and run CRTOVL or CRTPAGSEG against
the file you transferred.

In DDS you can use the PAGSEG keyword and place it anywhere on the page.
AFPDS is all-points-addressable.
