Please take another look at Appendix D of the Security Reference Manual.
It says that the ADDPFM command requires *OBJOPR plus *OBJMGT or *OBJALTER
to the physical file and *EXECUTE plus *ADD to the library of the physical
file.

ADDPFM treats a member like an external object, and as such, the process
must have *ADD authority to the library to create the member into the
library.
