"basically" it means (and I might have this backwards) that the font will be 1 times the "normal" (ie:10cpi) size high, but it will be 1.5 times the normal size wide; As I said, I could be backwards - I tend to need to play with it all to make it look right with all the other print fields to, so I do not pay real close attention; too many years coding on a magnum printer - and too many people who change their minds after seeing an example. You can use highlight attribute too for "bolding" this, underline works slick too.
