The true 64-bit computing in your sense would only become possible when new development paradigms were put in place. For instance, it's not hard to imagine manipulating "objects in space" rather than DB files. Java enthusiasts would immediately say they are on the way there. 3rd generation programming is obviously not, whatever development platform is used: even if you are given a chance to explore 64-bit data space, what can you meaningfully do with it? Low-level tweaking (e.g. sort) does not really count.
