Re: ptfs restored from scratch install.

If you only used the SAVSYS tape then you have not yet reloaded QGPL,
which is saved with either SAVLIB *NONSYS or SAVLIB *IBM.  Since the
*SAVF exist in QGPL, they will not be on the display.
