No good programmatical way that I've ever been able to find.  Calculating
blocks used and what not as mentioned previously is, IMO, tricky at best,
what with all the compression going on.  I've found that the sum of length *
blocks on DSPTAP prints on FULL tapes do not always come out equal.  YMMV

Since your tape drive shows the percentage, why not just do a CHKTAP
ENDOPT(*LEAVE) [presuming this takes the tape to the end of the last file]
on the tape at your convenience and see what that shows?
