Yes. The HDR1 and HDR2 are 80-character records. There's a VOL1 label as well; this is the tape volume label and it's how a labeled tape is identified. A standard labeled tape has VOL1, HDR1, HDR2, tape mark (an electronic fart on the tape), data (blocked records), tape mark, EOF1, and EOF2.
