Usually, RPG/400 refers to the AS/400 version of RPG III.  (As opposed to
the System/38 version)

"ILE RPG" would imply that it worked in the Integrated Language
Environment.  Which is an AS/400-only thing.   A PC compiler would not
be ILE RPG.  (But, by the same token it wouldn't be RPG/400!)
