Of course you can.  My machines at home don't have static IP's but I'm
able to use NAT just fine.  VPN as well.  Of course I am sure that I don't
use the same tools but doesn't mean that dynamic IP addressing prevents
VPN or NAT from being useable.  VPN is accomplished quite easily using ssh
which uses RSA public key encryption to validate hosts, not IP addresses.

Of course if your IP address changed during your connection session (i.e.
you started ftp and your address changed while you were still connected to
that ftp server) then you would have a problem.

Static IPs are required when someone on the internet needs to contact you
and the two parties do not use a VPN.  Examples of this are an email
server or web server.  If you do use a VPN then the network route will be
established once the remote site connects.  The remote site does not need
a static IP address to connect.
