Matt, I would first DSPLOG to see the what jobs started/ended at the time that you start the SMTP server. Then see if they have job logs. If they do, the job log will probably tell you what the problem is. (My first guess would be a disabled user profile.) If they do not generate job logs, check to see what job description is used, and then change its logging level so that you do get job logs. Then repeat the process so you can see the job logs created and determine the problem.
