In V5R1, the ADMIN server is an Apache instance.  You are trying to
reproduce the original V4R5 configuration.
On my system, QHTTPSVR/QATMHINSTA(ADMIN) contains:
-apache -d /QIBM/UserData/HTTPA/admin -f
/QIBM/ProdData/HTTPA/admin/conf/admin-ibm.conf
QUSRSYS/QATMHTTPA(ADMIN) contains only comments.
