This is a multi-part message in MIME format. -- The other danger I see, your port for admin is not right, it should NOT be port 80, it should be however you have your service table set up. And I would tend to access the admin more as such http://172.16.2.28:2001 I have had DNS issues tring it your way with the 400 and NT systems fighting over whom is bigger, so I prefer IP anyhow, that way I know where I am going all the time.
