Let me say from experience that I have hosed a job that runs
continuously.  The Date Last Used for a program is when the program was
last called, NOT when it was last active.  (That's why you can only
compress programs in system libraries when in a restricted state.)

Since we IPLed every week, I used 8 days for CPROBJs that would touch
program objects and knew I would be safe.
