I agree that that wording in the command help text is very confusing.

     grouping menu. Users are not restricted from doing
     the following:

In view of that, I have no idea what is meant by "a command entry screen"
from which a limited user is supposed to be able to run restricted
commands. I would have thought that the command entry display was a commamd
entry screen.
