    I have resolved my conflict with FTP to a specific port,  now i have
moved to an external PC  ( my home PC) and am trying to FTP to this server.
I am using the external IP address.  When I issue the FTP command from a DOS
prompt it sits for quite a while then comes back with   'connect :10060'  Am
I connected??  I was never asked for a user/password.  If I try to run it
from a .bat file it just open the dos window and says cannot run from a dos
prompt.

Do I have to have some sort of FTP soft ware on my PC. ( I am connected to
the internet when I do this.)
