Beside the fact that it's likely that neither of these systems should be 
running significant application work in *BASE, I'm not at all sure that the 
subsystem descriptions _should_ be the same; if they are the same, that might 
even be the problem. How much memory is installed on each system and how much 
is available? What kinds of activity are going on in both?

I wouldn't expect SMP to help much for this.
