Few reasons.

Primarily, in WRKACTJOB the %CPU usage is based on
when you first ran WRKACTJOB.  Hit F13 to reset the statistics on
that screen.

Secondarily, the %CPU usage is based on when you update the display
also.

There may be a few other hidden tricks I'm not aware of.
