How would they look at your usage if your business _is_ development (ie,
software contractors, consultants, out-sourcers, etc)?  Would you be in
violation if you're a contractor writing software for a client on one of
these machines?  Suppose you're a contractor writing a POS system for
potential sale?  Or a Notes developer writing an HR app for potential
sale?

"we want them to be able to develop service offerings...to use the system
for education, for learning about the software technology.. what they cant
