In summary

We want to be able to test that email can go from our 400 to our Notes, and
to the outside world. We also want to be able to verify that we are having
no problems receiving outside mail into our Notes.

Is a good description Rob. What is it that you are attempting to
verify ???

Carrier on the ISP to You Leg of a circuit ?
Good MX records in a DNS server somewhere ?
That the Frewall port is open and available ?
That the network route tables are intact and active ?
That the iSeries is powered up and operating ?
That Domino is handling SMTP messages ?
That the Network support people came to work on New Years Day ??

The simple answer is maybe a RPG or C program that opens a
connection to your ISPs relay mail handler and verifies that it get's the
proper response.. "220 ESMTP ..................."
