I'm assuming that you wish to install a program product, as opposed to
restoring components of that program product.  Recovering a system from
an option 21 save will leave you with all of your LPPs installed, but I
don't believe you could do an installation.

All of the pieces are there, but not in a format which will allow for a
LPP to be 'installed'.  You could certainly restore the various chunks,
but to have it recognized as an installed application, you would use the
RSTLICPGM command against a tape created with the SAVLICPGM command.
