OK, on a new 270 w/V5R1 installed:

I start the admin server, and connect to :2001. I can walk through the
"Create HTTP Server" wizard, and I get to the last step "When you click
Finish, your new HTTP server (powered by Apache) will be created with the
following settings." When I click Finish I get "Error: You are not
authorized perform the requested function on WEBSERVER." in the bottom
screen. I'm logged into the server as QSECOFR!

Ideas? Also, I don't see any error messages in the joblogs, dsplog, qsysopr
or the audit journal.
