I have seen many variations of this over the years, although it is not as bad
as it used to be & shouldn't this be on non-tech list?

a) New Employee in discussion with Dept Head says what PC software needed to
do their job.  Old employee in that position had some other PC whose parts
are gutted to provide what new person needs.  Then I am introduced to the new
person ... what do you need?  Well I found these old reports in the
department ... how did we get that?  Sorry chum, it was developed on old
employee PC which was gutted in process of you coming in.  I have suggested
that new employee get to review what was on PC of old employee but top
management thinks of PC as a tool to help each person do their job, not as a
repository of knowlege worker data.

b) People learn how to use Query Tools to get the info they need to do their
jobs.  You would think that in a company with many people doing similar work
that there would be similar needs & over time not just across people but
within same dept.  Yep here is opportunity for an infinity of queries doing
the same thing.  It is easier to create yet another, than figure out what we
have that already does 90% of what you need.
