Start it from the green screen STRTCPSVR *MGTC.  If the server dies soon
after starting it then there are a few extra things you may have to do.
First the machine has to be able to resolve its onw name.  Add the machine
to it's own host table or make sure that the AS/400 is in DNS and that the
AS/400 is configured to use DNS.
