I don't do a lot of this but what I have done I've done with a text editor
for the html and TopStyle (www.bradsoft.com) for a CSS editor.  I try to to
be HTML 4.01 compliant (www.w3c.org has a place where you can test your page
for compliance) which means all of the presentation is controlled by the
style sheet.

>From within TopStyle you can immediately see the effects of changes to the
stylesheet in the html page.

If you're using Net.Data, there is a net.data macro editor called
SiteBoss/400 which is good.
