It is part of the Data Access programs.  On my v5r1 express that is where
it is setup.
So it shouldn't be a seperate download just a seperate install feature.

I want an OLE DB Provider so I can get to the AS/400 tables.

Isn't that a free download? IT SHOULD BE!
