I've always used Unix' command: arp -a This may work under QSHELL of OS/400. If it doesn't, then complaints should be raised with IBM. If I had a /400 to test with, I'd be able to take out the "maybe"s but hopefully this will help. BTW: If your /400 can't tell you, go to a machine that's more world-aware and run arp -a from there.
