Okay, so what's fair? Per user? Per concurrent user? Per instance? Flat
rate? And how is it billed? And how should it be enforced?

Should a spoolfile management package cost the same for a system that
routinely has 200,000 spoolfiles on it as for a system that never has more
than a few hundred? (The programming will be very different if the larger
system must be handled.) Maybe only a single administrator ever accesses it
in any system. How to charge for it?

So, for any given type of software package, what's the "fair" way to set
pricing? What's the "fair" way to enforce? PDM is easy, I think. Spoolfile
management gets trickier. An auto-tuner might be even worse.
