But does the maintenance go up on the older 400's because they are starting
to wear out, or because IBM wants to be able to say "see, these new
machines will save you money on maintenance costs alone."

I  recall my old  Buick, seems I got  rid of  it as the maintenance costs
went up  and it  was overall cheaper to replace it with another (total cost
of ownership).

Point is your maintenance, & operations costs  will be  lower on a new
model  then an old.
