Yes, you're correct.  To obtain user id the Telnet client needs to be
running TN5250E rather than straight TN5250.  I believe MochaSoft has a
TN5250E client.  Most other emulation providers also support the TN5250E
protocol.

Unfortunately they aren't using CA Express.  (They are using MochaSoft.)

Am I correct in assuming that they can switch to a TN5250 client that
supports auto-signon, i.e. bypassing the signon screen, or forget about
this?

The user info is only available from a Client Access Express Telnet session
as the user has to provide his username/password before the telnet init
exit point is reached.
