Two possible situations:

A.  Sysval is set for *S36
B.  User Profiles are set to default to *S36

You don't need to end the S36EE to fool around with printers...

Just vary off, delete DEVD and set it up the way you  wish.

To answer your other question, the cmd is ENDS36
but that can get screwy if anybody has it in their profile. You
will need to know "how" the environment is setup in order to end
it correctly. "If" you can get "everybody" signed off, generally,
you can issue the ends36.
