Chuck,

I'm not sure if you are asking about a tool that already exist on the AS/400
but you may use a router with built-in firewall.  You configure the firewall
for your AS/400 and have it build a log file or better have it email you
every time the log reach a specified limit or when a specific instance
occur.
I bet you can write your own tool on the AS/400 using something like logging
records and level of logging will some programming.
