Pat,
     Can you display the job log for the QSECOFR or your own session where
you issued the delete command & see what errors it's giving you ?

Do a WRKOBJLCK    QUSRSYS/QPRINT     *file
and see what's using (locking) the file.

Maybe you need to end the writer program which is using it; maybe it's in
use by another process.
You could need to bring down that process & set your settings so that
process doesn't start up
& try to reference the QUSRSYS file again.

I'm assuming that when you DSPLIBL, QUSRSYS is above QGPL in the library
list.

If your own job is locking the file, try
CHGSYSLIBL LIB(QUSRSYS)
           OPTION(*REMOVE)

Which takes QUSRSYS out of your library list for that session (only).
