It is the IP address (or name if you are using a DNS) of your AS/400; but (by default) the port is 5061 and the directory is WSG. E.g. if your AS/400 uses IP 10.1.1.1, the WSG would be accessed in the browser at http://10.1.1.1:5061/WSG.
