CPYTOPCD is part of OS/400 and included with V5R1.  You will need to
install the Host Server option of OS/400 (option 12).

It is not in the CL Reference due to an oversight when the command
moved from PC Support (yes, PC Support so this happened quite a while
ago) to OS/400.  This oversight was recently caught and should be
corrected in a future update.
