I have spent way too much time on this. I have searched for threads in
the archives, I have looked at the redbook for AS/400 email
capabilities, I have reviewed several web sites that have info specific
to setting up SMTP, and I have been, so far, unsuccessful. (Maybe too
much information???) Nothing I have seen describes how to set up
outgoing email from a V3R2 system that does not have OfficeVision
installed.

Simple question: Is it possible, from a V3R2 AS/400, to send internet
email without third-party software? And without OfficeVision installed?

A little more background. I limited myself to reading only appendices B
& C in the redbook I referred to.
 * Appendix B. Sending Mail to the Internet from an AS/400 System
 * Appendix C. Sending Internet Mail from OfficeVision/400

Despite the title, appendix C was mentioned in appendix B as required
reading to implement "internet addressing" on V3R2 systems.

Note: I have been able to send internet email from a V4R4 system. But
some of the setup steps are different than those on V3R2.
