I don't think you can get IBM to ship V3R2 CA.  You can download the V5R1
beta however.

Then get the latest SP

You will loose the mapped drives as you are at v3r7 but you will have the
latest CA code.

The article you referenced had good information, but the link to the IBM
site was useless for the purpose of getting info on V3R2.  Still, I'd be
interested.  How would I persuade IBM to send me a copy of CA v3r2?  :-0
