     If you have QUSRTOOL you should be able to create the cmd
TAATOOL/CVTOUTQ

Then your CL will go something like;

          DCLF       FILE(OUTQP) RCDFMT(SPLREC)

 CRTLIST:      TAATOOL/CVTOUTQ OUTQ(&OUTQLIB/&ONOUTQ) OUTLIB(&WORKLIB) +
                              REPLACE(*YES)

PROCESS:       RCVF       DEV(*FILE) RCDFMT(*FILE) WAIT(*YES)
                    MONMSG     CPF0864    exec(GOTO FINISH)
