The easiest way to do this is to create a CL program that does nothing but
execute the following command:
RTVMBRD FILE(&LIBPARM/&FILEPARM) MBR(&MBRPARM &REFPARM) RTNMBR(&MBRNAME)

This program can then be executed from the HLL program of your choice to
move up or down the list of members in the file using "*NEXT" and "*PRV" in
the &REFPARM field.

RTVMBRD returns other values too, of course, like record count, number of
deleted records, and so on.  Just prompt the command and read the help text.
