I think if you really wanted to test this way (i.e., AS/400 to AS/400 but controlled from your PC), you'd initiate an FTP server-server type of session as described in RFC478 and RFC438 (try http://src.doc.ic.ac.uk/computing/internet/rfc/rfc478.txt and http://src.doc.ic.ac.uk/computing/internet/rfc/rfc438.txt for info). Whether the NT FTP client or the AS/400 FTP server would support this very well is unknown to me.
