On my small V5R1 box I tried to replicate this.  I get:
C:\WINDOWS95>ftp devsys
-> ftp: connect :Connection refused
ftp>

I can't turn the server down on my V4R5 production machine to test there.
This would be a frightening scenario.  Is it remotely possible that your
network is translating your down system name to the IP address of a system
that's up?  I am grasping at straws, obviously.
