The List Users Authorized to Object (QSYLUSRA) API does
return an indication of whether or not field authorities exist for
the file, but then refers you to DSPOBJAUT (with *outfile and *field)
to get the details.  So you can get the information through formal
programming interfaces, but not solely through callable APIs.

For setting the authorities you could then use GRANT within your
application (which is an API though not necessarily a callable one).
