They are part of a business transaction, but they are not transactions themselves. Maybe the confusion stems from imprecise use of the word "transaction". A transaction cannot have sub-transactions that are also transactions. The is only one transaction, the business transaction which may involved many steps including many user interactions. Now, if you use the word transaction in the wider sense of "anything that happens", then indeed we are talking apples and orangutans.
