This probably is referring to paying for installation of CAT5 cable or whatever
to replace the twinax, therreby allowing standard NICs to be used with full
network functionality for a "proper" job.

Running new network cable in an existing building can be *very* expensive --
which is largely why the TCP over twinax option even exists.  I think most
places with twinax cabling still just use emulation though, not TCP.
