There is a bug in Win 9x that doesn't handle the clock correctly when some screen savers or anti-virus checkers are in use. However, your situation seems extreme. Have you changed out the battery in the PC?

You might want to consider running a program that implements SNTP (Simple Network Time Protocol). There is a pretty interesting article from '99 in News/400 if you want to write one yourself (maybe write the server side for the AS/400 and then your PC will be in sync with it!) - http://www.as400network.com/resources/artarchive/index.cfm?fuseaction=viewarticle&CO_ContentID=2926. If you just want to keep your PC in sync with an atomic clock, Tucows has an entire section devoted to these programs, including several freeware programs.
