The fact that Cisco routers crash because of the worm is a bug in Cisco's code, but does not cause the worm to propagate. Some web servers (not IIS) also crash when they receive the extra long URL request, but do not propagate the worm. IMHO, if you are running an IIS server without the security patches, you should be held accountable for whatever damages your server causes. Unluckily for you, your IP address is logged with every worm request.
