STRPASTHR -- MIDRANGE-L

We have a vendor that uses STRPASTHR to do support.  It stopped working.
The message is CPF1269, and the reason codes are 726, 0.  726 means the user
profile has been disabled.

Which user profile?  They're not providing a user profile on the STRPASTHR
command, as far as I know, and this error occurs before they get a signon.
The userprofile they want to use is enabled.

The only variable I'm aware of is they just upgraded to V4R5.
