I believe that the confusion stems from the fact that in V5R1, the SPD fax
card is no longer supported.  We used to use that, and prior to that used
the OS/2 PC (it's still around here someplace).

Some time ago, IBM brought out a modem card that supported eight phone
lines, and could be used interchangeably for fax and modems.

Assuming FAX/400 is Facsimile Support for OS/400 or whatever it's called,
the last time I used it (two years ago?), an internal modem was not
required although some of the advantages of FAX/400 were only available
with an internal modem.
