I get a 0. which windows says is ok.  Before I added that stmt I was getting a 
WSANOTINITIALISED error on the connect( ) stmt.

fyi: I can ping the as400 from my pc.
 
When I chg the ip addr in the inet_addr( ) stmt to something that does not 
exist, I get an diff error return code. So I am sure I am connecting to the 
as400.
  addr.sin_family = AF_INET ;
  addr.sin_addr.s_addr = inet_addr( "172.xx.2.2" ) ;
  addr.sin_port = 3005 ;
  nRc = connect( hSock, (LPSOCKADDR)&addr, sizeof(addr) ) ;
