As I understand it, Bush & the new JD officials would rather see a settlement, and MS has approached JD to open a new round of settlement talks. Obviously, any settlement is going to be less restrictive than the court order - which many already feel doesn't go far enough. I think this is as much a political issue as it is a judicial one.
