According to the Information Center description of CRTPSFCFG, you just need any of the various PSF options to be installed. On my V5R1 system I find options 36, 37, and 38 to be PSF related. The approach you describe (GO LICPGM option 10) would work so far as verifying one or more options are installed. A programatic way to do this would be to use the Retrieve Product Information (QSZRTVPR) API and check for any of options 17, 36, 37, or 38.
